Population and Habitats Empty Population and Habitats

I was wondering where and how everyone kept their population growth. I have 9 habitats (lvl29) and 2 water filters (lvl 26&24) split between two different planets (6H1WF, 3H1WF). Sadly my population growth is down to 923,928. I can't see a reason to use said population to make more habitats as that is just a losing battle, am I wrong?
FYI: I have 6 planets (2 in Centaurus) and 49,000,000 (+1mil unused) people split between them.
